Car Learner Licence (other than Novice Drivers)

Description
Customers may obtain a learner licence (valid for 12 months) to learn to drive on public streets.

Age
Minimum age requirements are:

  • 15 years and 11 months - customers may sit the knowledge test
  • 16 years and over - customers may hold a learner licence.

Tasmanian Road Rules and Learner Driver Logbook
Information relating to driving is contained in the Tasmanian Road Rules.
Customers need to be familiar with information in the handbook before sitting the knowledge test.
The handbook is available on the Transport web site or can be purchased at Service Tasmania shops.

Knowledge test
To obtain a learner licence a customer needs to undertake a knowledge test (35 multiple choice questions):

  • at Service Tasmania shops (computerised test) and designated police stations (paper based test) OR
  • through their School (the Road Safety Branch visits a number of high schools and issues Driver Pre-Education Certificates marked with Knowledge of Learner Driver Handbook, which are valid for twelve months).

The knowledge test takes approximately 30 to 45 minutes.

Reading and writing difficulties
Customers with difficulties reading or writing English may undertake an oral knowledge test.
Non English speaking applicants can be provided with an interpreter service free of charge. Bookings for the interpreter service need to be made through Service Tasmania shops at least one week before the test.

Failing the test
Customers may repeat the test the next business day although there will be some changes to the test questions.

Requirements for all learner drivers

  • 'L' plates must be displayed and clearly visible (one plate to the front and one plate to the rear)
  • no alcohol can be present in the body of the driver
  • the driver must not exceed 80 km per hour
  • have seated next to them the appropriate supervising driver set out below
  • the learner driver must be accompanied by a person who holds a full Australian driver licence (other than a restricted, provisional or learner driver licence) to drive a car and not have any period of licence suspension for demerit point accumulation or disqualification in the previous two years

Demerit points
Drivers with a learner licence are subject to requirements concerning Demerit points.

Issue of another licence
Learner licences are not renewable.  Customers must repeat the above steps to obtain a new learner licence.

Customer provides
The customer needs to undertake the following in person at Service Tasmania shops or designated police stations:

  • complete an application form:
    - if a computerised test - use the DKTS form (MR100)
    - for all other tests - Learner licence application (MR72)
  • provide Full Evidence of Identity (or existing learner licence if applying for a new licence)
  • undertake an eye test
  • complete a knowledge test or provide their Driver Pre-Education Certificate marked with Knowledge of Learner Driver Handbook
  • have their photo taken and provide their signature.

Customer receives
The customer will receive:

  • receipted temporary licence
  • Attachment X (licence conditions) if applicable
  • a photo licence through the mail (valid for 12 months)

Renewing a learner licence
Learner licences will now be renewable.  However, if you fail to renew the licence within 28 days, then your earliest practical driving test date will change (for car drivers) and you'll have to re-do the Pre-Learner Motorcycle Training Course (for motorcycle riders)
