Code of Behaviour: Passengers & Drivers of Contract School Bus Services

The following Code of Behaviour is one of a number of tools developed for use by school communities in pursuit of improved standards of behaviour by both the users and providers of bus services. Its use is entirely voluntary and is provided as a possible model for adoption and amendment as best meets local needs and circumstances.

(1) Model Constitution

  • Provides a suggested general framework for a local committee established to assist in managing dispute resolution and maintaining appropriate behaviour.

(2) Model Codes of Behaviour

  • There are two codes of behaviour: one for passengers and one for drivers.  The intention of these documents is to outline some fundamental principles from which standards and rules might naturally flow. These are examples only and may be used as a starting point for individual schools drafting their own codes, based on the models, using language appropriate to their own students and, if possible, that their own students may have a hand in drafting.
  • The code for drivers is more closely linked to actual offences specified in the regulations but also extends to consistent and impartial application of rules. Again, where school communities wish, there is scope to have some site specific requirements.

(3) Categories of Inappropriate Behaviour

  • There are three categories of inappropriate behaviour for passengers and one for drivers. The intention is to provide an appropriate authority to impose a sanction at the level most well equipped to deal with it consistent with the objectives of having a response as soon as possible following an infraction. For nuisance behaviour, the driver/operator has the authority to impose warnings and short term withdrawal of privileges. The local committee provides the review mechanism. For more serious infractions, the committee recommends the penalty and the Department is the review authority. At the extreme end, matters may be referred to Police and in addition, the Department may revoke access to transport assistance. The Commissioner for Transport provides the review mechanism.
  • Past experience suggests the vast majority of infractions are likely to be matters of nuisance. A minority fall in the dangerous category. Very few reports are made of behaviour so extreme that it would fall into the third category.
  • For drivers, all failures of performance are covered by the one chart. Matters that involve a breach of contract, regulation or statute will be dealt with as specified under the relevant article.

The Code of Behaviour was developed by a working party with representation from thee three educations sectors, their relevant parents and friends organisations, the passenger transport industry and the Department of State Growth. The release of the Code has been approved by the Student Transport User Group (the consultative group established by the Department of State Growth to assist it with student transport issues).

Agreement in Support of Safer Transport 

The following 'Agreement in Support of Safer Transport' is one of a number of tools developed for use by school communities in pursuit of improved standards of behaviour by both the users and providers of bus services.

The Agreement was developed by the Student Transport Users Group and carries the endorsement of the State School Parents & Friends, the Tasmanian Bus Association, and the Department of State Growth.

Its use is voluntary and its purpose is to demonstrate an understanding and commitment to safe and harmonious travel by bus.

Signing the form should not be seen as a prerequisite for use of any passenger transport service.
