The Dealer Registration Scheme enables new car dealers to register light vehicles at the time of sale to enable them to be driven or towed on a public street. These vehicles must comply with Australian Design Rules and include:
- commercial goods vehicles
- motor cycles
Customers only need to visit the Dealer once, rather than having to return several days later to collect the vehicle after the registration has been finalised. Also Dealers are not restricted to registering vehicles within standard office hours.
How does the Scheme work?
The Dealer enters all registration details onto the Motor Registry System (MRS), prints registration certificates: emails the registration applications in a batch format to the nearest Service Tasmania shop and deposits the fees into the Department of State Growth's bank account.
Dealers involved in the sale of new vehicles who hold an exemption certificate issued under the Duties Act 2001 are eligible to join. To be a member of the ODRS the dealer must also be a member of the Motor Trades Association (MTA).
The Registrar of Motor Vehicles has the power to delegate the responsibility for registering vehicles to the Dealer Principle of a dealership. The Dealer Principle can then delegate this power to a nominated representative. To become a representative, you must complete the Application for Approval as an Authorised Representative. Each nominated representative is required to provide evidence of their identity (refer Evidence of Identity section) and a sample of their signature. The representative prior to registering a vehicle must personally examine the vehicle for the purpose of verifying the vehicles' details. This includes the Vehicle Identification Number (VIN) and engine number. The Dealer may have a maximum of three employees acting as authorised representatives.
The Dealer may only register:
- New motor vehicles sold by the Dealer which conform to the manufacturer's specifications and are fitted with a compliance plate in accordance with Australian Design Rules. Generally these vehicles are issued with a type approval number and do not require inspection.
- Vehicles that have been previously registered. These vehicles require inspection at an Approved Inspection Station prior to registration.
- An Authorised Representative must complete all registration documentation.
- The Dealer is required to maintain a register containing information relating to the registration of each vehicle this must include all the main details of the vehicle and the registered operator/s - make, model, month and year of manufacture, colour, VIN and engine number.
- Any records in relation to the registration of vehicles must be kept confidential. Upon request, such records must be made available to an officer of the Department of State Growth.
- It is the Dealers responsibility at the direction of the Registrar, to present a vehicle for inspection in order to verify that the information submitted on the registration application is correct.
- The Dealer is responsible for ensuring that all plates and application forms are held in a secure location.
- The Dealer must allow Department of State Growth officers to have access to the Dealer's premises during normal trading hours for the purpose of conducting random audits.
- If the Dealer ceases to carry on the business of selling new motor vehicles the remaining stock of number plates, registration certificates and application forms must be returned immediately to Registration & Licensing Services.
- When an authorised representative is no longer representing the dealer, the Registrar must be notified in writing within 7 days to enable that person to be removed from the Scheme.
- Ensuring that applications for registration are completed correctly and under the ODRS entered correctly onto the website.
- The representative prior to registering a vehicle must personally examine the vehicle for the purpose of verifying details. This includes verifying the Vehicle Identification Number (VIN) and engine number.
- Confirming the identity of every customer by sighting appropriate evidence of identity documents.
- Ensuring that the appropriate person signs the application for registration.
- Assessing the required fees.
- Issuing number plates in sequence.
- Ensuring number plates are correctly attached to the vehicle.
- DRS - Forwarding the completed documentation and fees to Service Tasmania within two working days of the date of issue of the registration.
- ODRS - Emailing batched registrations daily to Service Tasmania ensuring that fees are banked in the Department of State Growth's bank account within 24 hours of being notified that the batch has been processed.
- Ensuring unissued number plates and certificates are secure at all times.
