To express interest in participating in the expansion of the Enhanced P1 Assessment Pilot applicants will be required to submit an online application. There are three options available to express interest in, your application can indicate interest in more than one option. The options are as follows:

Service Delivery Contract

A service delivery contract is a contract between the Department of State Growth and a business or sole trader for the delivery of P1 assessments. It authorises the business to delivery P1 assessments, but does not authorise an individual to undertake the assessments.

All applicants will be required to apply for a Service Delivery Contract or nominate the business they will be working for when delivering P1 driving assessments.

P1 Assessment Authorisation

A P1 Assessment Authorisation authorises an individual to undertake P1 Assessments for members of the public who has not undertaken any driving instruction or supervised driving with the authorised person since the issuance of their L2 licence.

Exceptional Circumstances P1 Assessment Authorisation

A P1 Assessment Authorisation authorises an individual to undertake P1 Assessments for members of the public who has not undertaken any driving instruction or supervised driving with the authorised person since the issuance of their L2 licence

and

Authorises an individual to undertake P1 driving assessments for members of the public, without limitation on the extent of any driving instruction or supervised driving delivered by the authorised individual, who:

  • Participate in an approved educational or community program that is designed to assist in reducing barriers to vulnerable people; and/or
  • Has a psychological and/or physical barrier to entering the licensing system.

All applicants will need to operate under a Service Delivery Contract. This contract can be held by a company that managers/employees driving assessors or by a sole operator that also wishes to deliver P1 driving assessments.

Supporting documentation

To support your application you will be required to provide supporting evidence as part of your on line application.

If you are applying to administer assessment services under a Service Delivery Contract then you will need to provide:

Service Delivery Contract

  • Evidence that your business has actively delivered L2 Assessments on behalf of the Registrar of Motor Vehicles or evidence of delivery of driver assessment services.
  • An overview of your current business model, and how the implementation of P1 Assessments will be managed by your business in line with the relevant contractual obligations, and conditions of authorisations. This includes:
  • Details of the any associated fees (e.g. use of instructor vehicle, or car familiarisation). Evidence of on-going financial viability of the business (e.g profit and loss statements or a business plan)
  • A statement as to the consideration, and impacts (if any), of GST on the business.

If you are applying to deliver P1 assessments you will need to provide:

P1 Assessment Authorisation (General):

  • Details of the number of L2 assessments and/or other driving assessments delivered on behalf of the Registrar of Motor Vehicles in the 18 months prior to   application.
  • Details of the outcomes of all L2 assessments and/or other driving assessments delivered on behalf of the Registrar of Motor Vehicles in the 18 months prior to application.

If you are applying to deliver P1 assessments and under Exceptional Circumstances you will need to provide:

P1 Assessment Authorisation (General and Exceptional Circumstances):

  • Details of the number of L2 assessments and/or other driving assessments delivered on behalf of the Registrar of Motor Vehicles in the 18 months prior to application.
  • Details of the outcomes of all L2 assessments and/or other driving assessments delivered on behalf of the Registrar of Motor Vehicles in the 18 months prior to application.
  • Evidence of current relationship with an approved education/community program that is designed to assist in reducing barriers to vulnerable people (e.g. contract with program provider).

Service delivery

The Department will be placing significant importance on extending the Pilot to provide state-wide coverage to rural areas and cover current service demands.

As part of your online application, you will be required to nominate the areas you commit to delivering services in and the frequency of this delivery.

Your acceptance and ongoing participation in the pilot will be determined by your capacity to deliver services as nominated in your expression of interest.

The application process requirements

The application process consists of four stages:

Stage 1 - Application

  1. Read through the Expression of Interest application.
  2. Complete the Expression of Interest application (Sections 1 to 3).
  3. Submit the completed application form before 11:59pm on 19 June 2020.

You will be advised of the outcome of your application by email.
If successful, you will progress to Stage 2.

Stage 2 – Review P1 Pilot Documentation

  1. The Department will provide you with log-in credentials by email.
  2. Use your log-in credentials to access the P1 Pilot documentation.
  3. Review the P1 Pilot documentation and familiarise yourself with manuals, guidelines and the Conditions of Authorisation.

You will only be able to progress to Stage 3 once you have reviewed all P1 Pilot documents.

Stage 3 – P1 Assessment Training*

  1. Attend and participate in State Growth delivered P1 Assessment Training.
  2. Deliver a P1 Assessment during training, this assessment will count as your final ‘test’ for competency to deliver P1 assessments.
  3. You will be advised of the outcome of your training by email^.

^Note: if you are deemed competent you will progress to Stage 4, should you be deemed ‘not yet competent’ further training may be required, or you may no longer be eligible to participate in the pilot.

Stage 4 - Commencement of Contract

  1. Determination to enter into a Services Contract made.
  2. You will be advised of the outcome of the process by email.

If successful, you have successfully completed the Expression of Interest application.

*for all applicants delivering assessments services, not businesses operating a Service Delivery Contract.

Your application will be assessed against six criteria:

Criteria 1 - Location

Desire for a state-wide presence, based on service demand

Criteria 2 – Viability

Participants need to demonstrate business viability history or the ability to acquire similar (i.e. provision of a business plan or other supporting documentation presenting financial viability) to operate for the term of the pilot.

Criteria 3 - Experience

Level of driver assessing experience and qualifications.

Criteria 4 – Flexibility

Type(s) of P1 Assessment Authorisation being applied for.

Criteria 5 – History

Compliance history.

Criteria 6 – Registrar’s Discretion

Any other matter the Registrar considers relevant to the assessment of the application.
