1What is registration relief for taxi operators?

A taxi operator with a taxi registration expiring between 1 March 2020 and 30 September 2020 can choose to:

  1. temporarily stop operating their taxi as part of their taxi service and apply for a freeze of the taxi’s registration and later reactivate the registration at no cost, or
  2. continue operating their taxi as part of their taxi service and apply for their registration to be extended for a 12 month period.

2What are the eligibility criteria?

The following criteria must be established:

  • The taxi operator is accredited to provide a passenger transport service.
  • The taxi operator has the consent of the registered operator for the taxi, to apply for registration relief.
  • The taxi:
    • was registered as a taxi and used for a taxi service on 1 March 2020.
    • registration expired or will expire between 1 March 2020 and 30 September 2020.
    • will continue to be used as a taxi after the COVID-19 restrictions end.

3What does a registration extension mean?

A registration extension means that the registration for the taxi is extended by 12 months from current registration period end date. The registration will expire at the end of that 12 month period. The taxi operator does not need to pay for the extension. If the operator has already paid the registration fee, the operator is entitled to a full refund.

4What does a registration freeze mean?

Freeze means the registration is suspended with the suspension days added to the registration period when it is reactivated (un-frozen). If a taxi operator chooses to freeze the registration, the taxi cannot be used either as a taxi or private vehicle.

When the taxi operator chooses that it is time to reactivate (un-freeze) the registration of the taxi, the operator will need to notify the Registrar of Motor Vehicles who will nominate an inspection station for the taxi to be inspected at no cost to the operator.

Registration can be frozen for a maximum of 12 months. The earliest date that the registration can be frozen from is 2 March 2020.

5Can the registration be randomly frozen and unfrozen?

No, the registration can only be frozen and reactivated (un-frozen) once.

6Can the registration be frozen if it has been expired for 90 days or more?

No, when the registration has expired it must have been expired for less than 90 days.

7Does a taxi with the frozen registration need to undertake a Public Passenger Vehicle Inspection?

A taxi is not required to be inspected when the registration has been frozen. As part of the process for the registration to be reactivated the taxi must be inspected and meet the Vehicle Standards.

When the taxi operator notifies the Registrar of Motor Vehicles that the registration is to be reactivated, the Registrar will require that the taxi be inspected an inspection station nominated by the Registrar.

There will be no cost for the inspection.

8Does the registration freeze continue if the taxi is sold?

The registration of a taxi cannot be transferred when the registration has been frozen.

9Can a taxi with frozen registration be surrendered?

The registration of a taxi can be surrendered. The amount of registration refund that is received will not include the period that the registration was frozen.

10How long can the registration be frozen?

The registration of a taxi will no longer be frozen, if any of the following happens:

  • the taxi operator applies for the registration to be reactivated
  • the taxi operator surrenders the registration, or
  • the Registrar of Motor Vehicles notifies the taxi operator that the registration is to be deactivated.

11Do the registration plates remain on the taxi if the registration is frozen?

The registration plates remain on the taxi and don’t need to be returned.

12How is the registration freeze deactivated (unfrozen)?

When the taxi operator chooses it is time for the registration freeze to be deactivated (unfrozen) the Registrar of Motor Vehicles must be notified. To notify the Registrar of Motor Vehicles please complete this form.

13Is there any cost for the registration freeze to be deactivated (unfrozen)?

No, the registration freeze is deactivated at no cost, with the number of days that the registration was frozen added to the registration period.
