Gordons Hill Road Interchange

The Tasmanian Government is looking to connect the Tasman Highway to Gordons Hill Road. The Gordons Hill Road Interchange project will include:

• constructing on and off ramps connecting the Tasman Highway to Gordons Hill Road
• upgrades to the section of Gordons Hill Road between Toogood Drive and Cambridge Road.

The Gordons Hill Road Interchange project is part of the Mornington Area Road Improvement program, that will improve travel time reliability and safety for all road users.

We are seeking feedback on the proposed designs for two parts of the Gordons Hill Road Interchange project, which includes:

• the on-ramp, connecting Gordons Hill Road to the Tasman Highway
• installation of traffic lights and improving pedestrian crossing points at the Gordons Hill Road and Bligh Street intersection.

Please note: the Tasman Highway off-ramp is part of this project. We are still developing the design for the off-ramp and expect to share this with the community for feedback later in 2026.

The proposed on-ramp will include a new right-turn only lane on Gordons Hill Road to the on-ramp for vehicles travelling towards Mornington.

Vehicles using the on-ramp will need to merge with existing traffic travelling on the Tasman Highway after approximately 600 metres.

Vehicles travelling along Gordons Hill Road from Lindisfarne will not be able to turn left to access the on-ramp. The no left turn decision was made following initial feedback from the local community.

We will be installing a new pedestrian crossing point and footpath next to the on-ramp to connect to existing paths for people who walk, wheel and ride in the area.

We are considering additional upgrades along Gordons Hill Road to help minimise potential impacts to road users.

The changes include:

• traffic flow improvements, including new traffic lights at the Bligh Street intersection
• improving pedestrian crossings at the Gordons Hill Road and Bligh Street intersection
• widening both Gordons Hill Road and Bligh Street to include dedicated turning lanes, allowing vehicles to flow smoothly through the intersection
• adjusting the Cumberland Street and Gordons Hill Road intersection so vehicles can only perform left in and left out turns.

For us to widen the road, we will need to relocate bus stop 5 on Bligh Street. We will also need to remove the roundabout and 17 parking spaces on Bligh Street and Gordons Hill Road.

We will discuss these changes directly with impacted business and landowners to better understand any potential impacts.

The Tasman Highway off-ramp is part of this project. We are still developing the design for the off-ramp due to challenges relating to flood impacts in the area. We expect to share a proposed design with the community for feedback later in 2026.

We are currently developing options for future work at the Mornington interchange. We expect to share the preferred option with the community for feedback in late 2026.

The project will help improve:

• existing traffic congestion off Cambridge Road and the Mornington roundabout during peak hours
• direct traffic access from the Tasman Highway to Rosny Park and Bellerive
• travel time predictability in the area
• safety for all road users.

This project builds on previous work completed through the Mornington Traffic Solution Study (2021-2024) and other corridor planning work.

At this stage, no community consultation has been completed for this project. However, previous community and stakeholder feedback helped identify traffic congestion, travel time reliability and safety as key issues.

Feedback during early engagement with Clarence City Council and the community included concerns about possible impacts to traffic on Gordons Hill Road from constructing the ramps. In response, we have developed these proposed upgrades.

The proposed designs include improvements to make the area safer and easier to move through.

These improvements include new pedestrian crossings at the intersection of Gordons Hill Road and Bligh Street, upgraded footpaths and crossing points, and safer connections for pedestrians to get to public transport stops.

We are also investigating possible crossing improvements at the Gordons Hill Road and Cambridge Road intersection.

The Gordons Hill Road Interchange project is the first Mornington Area Road Improvements project to begin.

It is being prioritised because it will relieve existing traffic pressure on Cambridge Road and the Mornington roundabout before we start delivering other stages of the Mornington Area Road Improvement projects and help reduce the traffic impacts during future construction.

Community consultation will help us to identify local issues, opportunities and considerations that should be addressed as the project progresses into final design.

Feedback received during consultation will be reviewed and considered by the project team.

The construction and upgrade work planned as part of the Gordons Hill Road Interchange is expected to change traffic conditions in the area. We are investigating how to minimise any potential impacts to road users.

We may need to acquire some Crown Land for the proposed construction of the on- and off-ramps. At this stage, no other land acquisition has been identified for the project.

Construction on the Gordons Hill Road Interchange project is expected to begin in 2027. We will let the public know the expected start date before work begins to ensure the key stakeholders, the community and road users are well informed.
