About the project

The Gordons Hill Road Interchange project is one of four projects within the Mornington Area Road Improvements Program of work.

The Gordons Hill Road Interchange will provide traffic on the Tasman Highway with a more direct access to Rosny Park and Bellerive, while also relieving existing traffic pressure on Cambridge Road and the Mornington roundabout before we start delivering the rest of the program.

Community consultation

Following investigations, designs for this project will be completed and shared with the community and key stakeholders.

Community consultation and design work will take place in 2025, with construction expected in late 2026.

Timing

We are carrying out site investigations across April and May 2025 in the area between the Tasman Highway and Gordons Hill Road.

These investigations will help us understand the project area and minimise potential construction impacts on nearby properties, the environment, and heritage sites. This work will also help develop concept designs to be shared with community and key stakeholders for feedback.

What is the purpose of the project?

The Tasmanian Government is looking to connect the Tasman Highway to Gordons Hill Road. The Gordons Hill Road Interchange project will include:

  • constructing on and off ramps connecting the Tasman Highway to Gordons Hill Road
  • upgrades to the section of Gordons Hill Road between Toogood Drive and Cambridge Road.

The Gordons Hill Road Interchange project is part of the Mornington Area Road Improvement program, that will improve travel time reliability and safety for all road users.

What upgrades will be delivered?

Upgrades along Gordons Hill Road will provide a safer and more connected road network with improved traffic management and access. The upgrades may include:

  • improvements to traffic flow, including new and upgraded traffic signals
  • changes to street parking
    access changes around the Cambridge Road and Bayfield Street intersection.

The upgrades are in the early stages of planning and design and will be developed into concept designs to be shared with community and key stakeholders for feedback.

What are the project benefits?

The project will help improve:

  • existing traffic congestion off Cambridge Road and the Mornington roundabout during peak hours
  • direct traffic access from the Tasman Highway to Rosny Park and Bellerive
  • travel time predictability in the area
  • safety for all road users.

Is the project based on existing community and stakeholder feedback?

Yes, the project follows on from previous studies and plans which included extensive community and stakeholder engagement.
The Mornington Traffic Solution Study (2021-24) explored potential solutions that would help address the issues along this corridor. It included a traffic study, community consultation and an assessment of how upgrade options could improve safety and travel times in the area.

Feedback from the community and key stakeholders helped inform priorities for the Mornington area.

Why is the Gordons Hill Road Interchange project being prioritised?

The Gordons Hill Road Interchange project is the first Mornington Area Road Improvements project to get underway.

It is being prioritised because:

  • it will relieve existing traffic pressure on Cambridge Road and the Mornington roundabout before we start delivering other projects in the Mornington area.
  • it will provide traffic on Tasman Highway with a more direct access to Rosny Park and Bellerive
  • the project is a major road priority for Clarence City Council.

When did the project start?

The Gordons Hill Road Interchange project began in March 2025 with site investigations in the area between the Tasman Highway and Gordons Hill Road. These investigations help us understand the project area and minimise potential construction impacts on nearby properties, the environment, and heritage sites.

Community consultation and design work will take place in 2025, with construction expected in late 2026.

Will the community be able to provide feedback on designs for the project?

Yes, following investigations, the community and key stakeholders will be invited to share their thoughts on the designs for the project. Details about how and when to provide feedback will be shared once the investigations have been completed in May 2025. What improvements will there be for pedestrians and cyclists?

A key outcome from previous community consultation was that the community wants to see improvements to make the area safer for people walking, riding, wheeling and catching buses.

We will improve crossing points to make it safer for active transport users and bus patrons to travel through the area. By replacing the roundabout with traffic signals, there will be new, safer crossing options for people walking, wheeling, and riding.

Pedestrian crossing points are being investigated at the Gordons Hill Road/Cambridge Road intersection to improve accessibility and safety.

Will there be any impacts to road users?

The construction and upgrade work planned as part of the Gordons Hill Road Interchange is expected to change traffic conditions in the area. The Department of State Growth is investigating how to minimise any potential impacts to road users.

Will any property acquisition be required?

The proposed construction of the on and off-ramps may need acquisition of Crown Land by the Department of State Growth. At this early design phase, no other land acquisition has been identified apart from the on and off-ramps. It is not anticipated that any private properties will be affected

Funding

The Australian and Tasmanian governments have committed a total of $100 million to the overall Mornington Area Road Improvements project. This includes the Gordons Hill Interchange.
