There are two categories of Tasmanian vehicle dealers:

  • Licensed Tasmanian Motor Vehicle Dealers (LMVDs) approved by the Registrar of Motor Vehicles - this category can use their online system access to register vehicles newly purchased by their customers
  • Tasmanian vehicle dealers that aren’t approved by the Registrar of Motor Vehicles or don’t require approval - this category is for light trailer dealers, the dealer will typically not obtain access to online systems and will need to apply for registration at Service Tasmania and submit an ‘Vehicle Dealers application for registration’ form (DOCX 272.8 KB) (PDF 231.6 KB).

For both categories, the dealer is to obtain a Type Approval Number (TAN) issued by the Department of State Growth (State Growth) for each vehicle variant.

1. How does the Dealer Registration Scheme (DRS) work for approved vehicle Dealers?

Approved dealers can gain access to the Tasmanian Motor Registry System, allowing them to use online systems to register eligible vehicles on behalf of their customers.

Approved dealers are also provided with registration number plates to affix to the vehicle and the ability to print and provide registration certificates once the vehicle is registered.

2. How does the Dealer Registration Scheme (DRS) work for vehicle dealers that aren’t approved?

  • If you are a vehicle dealer that isn’t approved by the Registrar of Motor Vehicles, you may be able to register eligible vehicles.
  • You will need to obtain a Department of State Growth issued Type Approval Number (TAN) for your vehicles to be eligible to register vehicles under the DRS.
  • If you are issued with a State Growth TAN, you can then register the vehicle on behalf of your clients using ‘Dealer Registration Scheme (DRS) Application for Registration’ and submitting at Service Tasmania.
  • If you are not granted a State Growth TAN, standard registration procedure applies.

3. What about used vehicle dealers?

Used vehicle dealers are not eligible to join or use the Dealer Registration Scheme.

Dealers of used vehicles are to follow standard registration procedures.

4. How do I apply for a Type Approval Number (TAN)?

5. Which vehicles can dealers register under the Dealer Registration Scheme (DRS)?

Vehicles that are eligible to be registered through the DRS are:

  • light cars
  • light commercial goods vehicle (trucks, utilities, vans, up to 4.5t GVM)
  • trailers, including caravans
  • motorcycles.

And, the vehicle must:

  • comply with applicable Australian Design Rules
  • be brand-new
  • be less than two years old from the date of manufacture (PDF 98.9 KB)
  • never been registered in any country, state, territory
  • have a Type Approval Number (TAN) issued for the exact specifications of the vehicle being registered
  • not have Second Stage Manufacture (SSM).

Dealers cannot register vehicles that do not meet the above requirements.

6. How do I register a vehicle if the vehicle doesn’t meet the requirements?

If the vehicle does not meet the above requirements, the standard registration procedure applies which requires an inspection (AA or HV inspection) completed at an Approved Inspection Station (AIS).

Once the vehicle passes its inspection, the dealer or the new operator/s will complete the details on the reverse side of the passed inspection report which provides the details required to register the vehicle (such as operator details and sale information).

7. How do I register vehicles that don’t comply with Australian Design Rules?

In the case the vehicle doesn’t comply with Australian Design Rules, you may need to consider other registration options available such as Restricted Use registration or Special Purpose Vehicle registration.

8. How do I apply to be an Approved dealer?

To participate in the online dealer registration scheme, you must be approved by the Registrar of Motor Vehicles.

To apply, you must:

  • sell new vehicles and have a current franchise agreement with a recognised vehicle manufacturer for Tasmania
  • hold a Tasmanian duty exemption certificate under the Duties Act 2001 (required for motor vehicles only)
  • be the holder of a Motor Vehicle Trader Licence issued by the Director of Consumer Affairs and Fair Trading (CBOS)
  • operate from a Tasmanian commercial premises with a physical trading address in Tasmania
  • nominate the dealerships principal.

If the dealer is approved, the Registrar of Motor Vehicles will:

  • grant access to relevant registration systems
  • organise a file in the Motor Registry System for the Dealership
  • authorise the dealership principal to register vehicles
  • allow the nomination of up to three representatives within the dealership to process registrations
  • provide any required resources and information including registration plate and templates.

9. If approved, what are the dealers’ responsibilities?

Approved Dealers and nominated representatives must:

  • keep their own register of vehicle information, including Make, model, date of manufacture, Colour, VIN, engine number, and the purchaser/registered operator details
  • maintain confidentiality of registration records
  • securely store material provided by the Department of State Growth
  • provide records to State Growth when requested
  • present vehicles for inspection upon request
  • allow audits to be undertaken by State Growth as required
  • notify State Growth within seven days if a nominated representative leaves the dealership
  • depositing collected fees into the State Growth account within 48 hours.

10. Compliance and monitoring

Any breach of DRS conditions by the dealer or its representatives will be reviewed by the Registrar of Motor Vehicles. Penalties, including suspension from the scheme, may apply if a breach is confirmed.
