This may be applicable from a range of aspects that have an impact upon the State reservation drainage system, for example:

  • Increasing the impervious surface area to be drained, i.e. new dwellings, driveways and subdivisions.
  • Construction of new stormwater infrastructure within the State road reservation.
  • Relocation or modification of existing stormwater infrastructure within the State road reservation.

Depending on the impact to the State road reservation, one or two separate approvals may be required:

  • If no works are required within the State road reservation, only a stormwater discharge consent letter is required.
  • If works are required within the State road reservation for drainage, a service works permit and stormwater discharge consent letter will be required.

Applications must include a drainage plan, including catchment area, pre & post development flows and preliminary drainage designs for any area discharging to the State road reserve or modification of the existing highway drainage system.

Note that the flood protection criteria vary across each of the State road categories, to determine which criteria is applicable, please refer to the Department's Technical Specification T8.

Applications must be received by the Department of State Growth at least 20 business days before your expected start date for works, to allow enough time to assess your application.

Where applications are submitted less than five business days before the intended start date for works, applicants may be asked to nominate a new start date that allows enough time to assess the application before the assessment process starts.

1. Step 1 - Stormwater Discharge Consent Application

Drainage discharge consent is required under Section 17B (1) of the Roads and Jetties Act 1935 for the concentration and discharge of drainage in the State road reservation.

Before starting an online application, all necessary documents must be available for uploading.

Mandatory Documents:

  • Copy of Site Plan
  • Copy of complete Land Title
  • If the applicant is not the title holder a Declaration (PDF 83.9 KB) signed by the title holder is required
  • Stormwater drainage plans, including catchment area
  • Drainage design

2. Step 2 - Works are required within the State road reservation for drainage

Drainage works relate to the construction of new and/or modification of existing drainage infrastructure within the State road reservation.

A Service Works permit application can be made.

No works are to be undertaken within the State road reservation until a Service Works permit has been issued by the Department of State Growth.

Please note the reference number listed on the Stormwater Discharge Consent letter and list it in the Service Works Application form.
