Courses for Short Term Low Impact (STLI) and Utilities traffic management activities have been developed by Austroads as part of the National Training Framework for Temporary Traffic Management.
Below you will find information on both courses.
The department encourages significant risk management processes to be undertaken with any traffic management or roadwork activity, regardless of qualification level. Where you are unsure or work becomes greater than individual or organisational capabilities, professional contractors should be engaged to perform complex traffic management.
Short Term Low Impact (STLI): Implementation information
Short Term Low Impact training in Tasmania was implemented on 31 March 2025.
Who Is the Temporary Traffic Management Short Term Low Impact Course designed for?
Short Term Low Impact (STLI) works are those conducted without the assistance of accredited Traffic Management personnel, and in accordance with simplified Traffic Guidance Schemes. STLI deals specifically with those worksites which are of such a short nature and have sufficiently low impact that a site-specific risk assessment has determined that the work can be undertaken without the use of a Static Worksite.
For example, to determine whether a short-term low impact worksite is an appropriate traffic management measure
1. If the works are to protect major construction or a deep excavation that will take hours or days, then a static worksite with barriers may be appropriate (see AGTTM Part 3) e.g., not STLI work.
2. However, if the works are minor in nature (e.g., pothole repairs, vegetation trimming) or can be performed quickly along multiple sites then a mobile (see AGTTM Part 4) or short term, low impact worksite may be appropriate.
How Is the Temporary Traffic Management Short-Term Low Impact Course achieved?
To successfully gain a completion certificate for the Short-Term Low Impact Worker course, you must:
- hold a Construction Induction White Card
- successfully complete the TTM Short-Term Low Impact course including actively participating in all class activities and completing any theory assessment.
What is the course duration?
Nominal time for this course to be completed is seven hours.
What is Issued on completion of the course?
On successful completion of the course, you will receive a Certificate of Completion which states that you have successfully completed the TTM Short-Term Low Impact Worker course. This Certificate will also include the statement below.
This statement provides the individual to perform duties associated with Short-Term Low Impact works. Please note this excludes the individual from performing the functions of a fully qualified Traffic Controller, Traffic Management Implementer or Traffic Management Designer
Is refresher training required?
More information regarding refreshers will be available mid-2025.
How do I enrol?
Only Temporary Traffic Management Approved Training Providers (ATPs) are accredited to deliver this course.

Once you have accessed this list select an ATP that has the Short-Term Low Impact course listed.
All ATPs have the logo below on their websites and marketing material. This logo will also appear on your Certificate of Completion.
What is the cost?
Please check with an ATP regarding course costs, these are not administered nor set by a State, Territory or Austroads.
Are my current qualifications still OK?
If you currently hold an existing temporary traffic management qualification and believe you fall into the STLI category, you can continue to perform your regular work activities under your existing qualification. Individuals in this category have until 31 March 2026 to complete the course.

Utilities training in Tasmania was implemented on 31 March 2025.
Who can deliver the Utilities TTM Worker Accreditation Course?
This course can only be delivered by an Approved Training Provider who is authorised to deliver the program. The Utilities package will be listed on the programs an ATP may deliver. If in doubt, please contact ttmtraining@austroads.qov.au.

Who is the Utilities Temporary Traffic Management Worker Accreditation designed for?
The Utilities Temporary Traffic Management (TTM) Worker Accreditation course is designed for all workers employed directly or indirectly by a Utility organisation that provides basic public needs such as water, gas, electricity, communications.
Indirectly refers to companies who solely work to provide services to a provider of electricity, gas, water or communications.
In collaboration with all Utilities providers the content of this course was designed to meet the needs of essential infield utilities workers for the application of restricted Temporary Traffic Management practices.
Who can complete the Utilities TTM Worker Accreditation Course?
1. Workers who are employed, or contracted by a utility provider, such as water, hydro-electrics or telecommunications
AND
2. hold a Construction Industry White Card
How Is Utilities TTM Worker Accreditation achieved?
By successfully completing the Utilities Temporary Traffic Management (TTM) Worker Accreditation course.
What is the course duration?
Nominal time for this course to be completed is 7 hours
What is issued on completion of the course?
A Certificate of Completion which states that you have successfully completed the Utilities TTM Worker Accreditation course. This Certificate of Completion will include the following:
This Certificate provides the individual to perform duties as an infield Utilities worker in Tasmania which excludes the individual from performing the functions of a fully qualified Traffic Controller, Traffic Management Implementer or Traffic Management Designer.
Is a refresher required?
More information regarding refreshers will be available later, at this stage it is anticipated a refresher will be required every three years.
