About the project
The Brooker Highway, Foreshore Road and Duncan Street intersection is located at the Montrose Foreshore.
The intersection provides access to Montrose Bay High School and the Montrose Bay Foreshore Park, a busy recreation area that also connects to MyState Bank Arena via a shared footpath. The Montrose Foreshore is also home to several community clubs that haul trailers through the intersection.
High volumes of traffic entering or exiting the Brooker Highway from Foreshore Road and Duncan Street have to cross two lanes of oncoming traffic on Hobart’s busiest highway to get to their destination.
This intersection is particularly busy during school drop off and pick up times. A number of freight vehicles also use the intersection to access industrial sites on Duncan Street and beyond.
What changes are we planning?
A number of crashes led us to investigate how the intersection could be improved.
It was found that traffic signals and pedestrian crossings at the intersection of Brooker Highway, Foreshore Road and Duncan Street would be the best solution to improve road user safety.
The upgrades will also include sealing the carpark on Foreshore Road, often used by parents for school pick up and drop off.
The upgrades will include dedicated signalised turning lanes.
Timing
Construction will take place at several areas of the Montrose Foreshore intersection, with preparation works starting from 11 August 2025 before major works start later in August.
Brooker Highway, Montrose
- All work on the Brooker Highway will take place at night, between 7:00 pm and 5:00 am, Sunday to Thursday.
- There will be a reduced speed limit with single lane closures in both directions during the night-time working hours only.
- Normal traffic conditions will be restored by 6:30 am each morning to minimise the impact of traffic travelling through the area, and especially during peak periods at either end of the day.
Duncan Street, Foreshore Road, and Riverway Road
- Work on Duncan Street, Foreshore Road, and Riverway Road will take place during the day, between 7:00 am and 5:00 pm, Monday to Friday.
- There will be a reduced speed limit and occasional lane closures at each of these work site at times.
Some of the work will involve the use of noisy machinery, however, we will complete the noisiest works before 11:00 pm each night to reduce impacts on nearby residents.
The project is expected to be completed in April 2026, weather permitting.

FAQs
Why are you installing another intersection on the Brooker Highway?
Past crash history and community concern about the safety of children from the nearby high school led us to investigate installing traffic signals and pedestrian crossings at the intersection of the Brooker Highway, Foreshore Road, and Duncan Street.
The Montrose Bay High School is close to the intersection and a large volume of traffic pulling off the highway to drop and pick up school children during peak travel times. The intersection is also the entrance to the Montrose Bay Foreshore Park, which is a busy recreation area that connects to MyState Bank Arena. We have been made aware of pedestrians crossing the four-lane highway which is unsafe and could lead to a serious life-threatening incident.
Why can’t the school students use the existing pedestrian overpass?
While the pedestrian overpass provides one method of crossing the highway, it is not accessible for those who use mobility aids. It is also difficult to use if you are travelling by bicycle or e-scooter. The Montrose Bay foreshore is a busy recreation area with people of all ages and hobbies using the park.
Why can’t an overpass or roundabout be installed on the Brooker Highway instead of the traffic lights?
Initial investigations found it is not feasible to install an overpass or roundabout on the Brooker Highway at the intersection of Foreshore Road and Duncan Street. The current solution is cost effective, improves safety of all road users, and has minimal impacts to travel times for road users on the Brooker Highway.
Will the traffic signals be synced with other intersections on the Brooker Highway?
The new traffic lights will be synced with other intersections on the Brooker Highway to ensure efficient traffic flow.
Will the construction impact residents?
Your comfort is our priority, we will endeavour to minimise impacts to residents by reducing noise, dust, and light from the construction site. We will endeavour to complete the works as scheduled.
Will there be traffic delays during construction?
There will be minimal impacts to travel time during construction of the intersection. The Brooker Highway will remain open during the day, with work occurring at night.
Previous community consultation
The community and key stakeholders were engaged throughout this project to ensure their feedback was considered.
The concept design for the intersection upgrades was finalised in 2022. We consulted directly impacted stakeholders to gain feedback on the design. The feedback received was resoundingly positive.
In December 2024, we finalised the detailed design and received funding confirmation to progress this project to construction.
