The Registrar of Motor Vehicles (RMV) on behalf of the Department of State Growth (Department) invites applications for accreditation to provide Vehicle Modification Certification Services. The Services comprise the certification of vehicle modifications to relevant vehicle standards or standards approved by the RMV or National Heavy Vehicle Regulator in accordance with the Vehicle Modification Certification Manual (VMCM).

General information

The application process assesses a business’ suitability to be offered an agreement to operate as an accredited provider of vehicle modification certification services. If an applicant is deemed suitable, an agreement will be provided to the applicant for consideration.

Successful applicants are accredited to deliver services in Tasmania in relation to the following:

  1. Any or both of;
    1. Type 8A, Light Vehicles.
    2. Type 8B, Heavy Vehicles.
  2. In the regions of Tasmania identified by the telephone prefix region code.
    1. South (62 prefix); North (63 prefix); North West (64 prefix).
    2. State-wide.

An Approved Vehicle Certifier Approved Inspection Station (AVCAIS) consists of the following major elements.

  • A Deed Poll and Instrument of Accreditation,
  • The Proprietor,
  • Key location and,
  • One or more Approved Vehicle Certifier/s (AVC).

Before making an application we strongly encourage all potential applicants to consider and gain an understanding of the role of an Approved Vehicle Certifier (AVC).

AVCs advise clients on the compliance of proposed modifications. They inspect, test and evaluate and certify a category or categories of vehicles that have been modified for the purpose of establishing compliance with relevant vehicle standards. (e.g. national standards, codes of practice and Australian Design Rules (ADR) etc.

There is an expectation that AVCs are able to undertake their own research as to vehicle compliance, provide appropriate advice to clients and documentation to support the certification.

Facts and figures

Common modifications to light vehicles include but are not limited to:

  • Engine changes (different engine type capacity, motive power or induction method).
  • Seating capacity (increase or reduction).
  • Australian Design Rule (ADR) Vehicle category.
  • Individually Constructed Vehicles (ICV).
  • Alteration Gross Vehicle Mass (GVM) – re-rating.
    • note: this excludes re-rating of braked tow capacity of vehicles.

Common modifications to heavy vehicles include but are not limited to:

  • Tow coupling installations.
  • Body fitment (tray or van, etc.).
  • Additional axles / suspension assemblies.
  • Alteration Gross Vehicle Mass (GVM).
  • Fitment of Central Tyre Inflation (CTI) systems.
  • National Heavy Vehicle Regulator (NHVR) defined modification processes.

Approximately 1841 modified vehicles were certified in Tasmania during the 2023 to 2024 financial year. This number is inclusive of light and heavy vehicle category certifications.

No assurances are given that an accredited applicant will be requested to provide any services. Persons requiring a vehicle certification will be able to do so by engaging an accredited applicant of their choice.

Application information

Applications are in three parts. Each part that is applicable to what is being applied for must be fully completed before it will be assessed.

  1. Part one is for the business who is applying for an agreement.
  2. Part two is the Proprietor nomination form. One of these must be completed for each premise location.
  3. Part three is for an AVC nomination form.

For each new application for an agreement, parts two and three must also be completed.

Existing agreement holders can nominate new Proprietors and/or nominate a new AVC at any time during the life of their agreement via the forms below.

AVC Qualifications and experience table

Approved Vehicle Certifiers (AVC) are classified based on their qualifications and experience. Currently we have categories one to five. AVCs one to four are assigned modification codes based on their AVC category and if applicable their subcategory also. AVC fives are provided with specific modification codes that align with the qualifications and experience they provide in their application

Applicants must have obtained the minimum qualifications and experience as detailed in the table below in order to apply to become an AVC, categories one to four. Category five is limited to those with specific skills and experience that do not otherwise fit into categories one to four. Applicants with general qualifications that are not contained in the qualifications and experience table below will not be considered.

Note: Experience is post the qualification being obtained.

  • Certificate   IV in Automotive Mechanical Technology (light vehicle

  • Certificate IV in Engineering Mechanical Trade

Member of Engineers Australia in one of the following categories:

  • Professional Engineer Member (MIEAust) - Mechanical College
  • Engineering Technologist Member (TMIEAust) - Mechanical College
  • Engineering   Associate Member (AMIEAust) - Mechanical College
  • Electrical Engineering (MIEAust)
  • Mechatronics Engineering (MIEAust)

OR

Accredited or recognised:

  • Bachelor of   Mechanical Engineering (4 year degree)
  • Bachelor of   Engineering Technology or (3 year degree)
  • Bachelor   Technology in Engineering (3 year degree),
  • Advanced Diploma/Associate Degree in   Mechanical Engineering

6 years

AVC1

Registration/Membership of one of the following registers/associations:

National Engineering Registers in one of the following categories:

  • National Professional Engineers   register (NPER) - Mechanical
  • National Engineering   Technologists register (NETR)   - Mechanical
  • National Engineering Associates   register (NEAR) – Mechanical

Chartered Member of Engineers Australia in one of the following categories

  • Professional Engineer Member (MIEAust   CPEng) - Mechanical College
  • Engineering Technologist Member (TMIEAust CEngT) – Mechanical College
  • Engineering Associate Member   (AMIEAust CEngA) - Mechanical   College

4 years

The RMV may also accept other relevant qualifications and/or categories of professional memberships not otherwise listed above. All applications of this nature must be sent to the RMV for assessment. These applications will be accessed under category 5.
