What is the waiver?

The registration payment waiver for All-Electric Vehicles providing a Hire & Drive Passenger Service (the waiver), waives all fees associated with the registration of All-Electric vehicles being used to provide a Hire & Drive service.

1Eligibility

You may be eligible for the waiver if:

  1. you are an accredited operator, and
  2. have a vehicle registered in your name that is/or will be registered as a Hire & Drive Vehicle (MAIB Premium 8), and
  3. the vehicle is:
    • a light vehicle (GVM < 4.5t)(not including a trailer, agricultural machine, or Hybrid Electric), and
    • uses one or more electric motors for propulsion, and
    • is fuelled from a hydrogen fuel cell, an off-vehicle electrical power source, a battery or an electric generator, and
    • is not fitted with an internal combustion engine that provides either propulsion or a fuel source for an electric propulsion system. and,
  4. have a registration payment due or have paid a registration payment which was due on and after 01 July 2021 and on or before 30 June 2023.

An accredited operator is a person who currently holds accreditation approved in accordance with the Passenger Transport Services Act 2011.

Registration payment means each applicable fee for the registration, the renewal of registration, the fees associated with the issue of the number plates and the road safety levy payable.

2When is the waiver applied?

The Waiver may be applied when:

  • Establishing registration for All-Electric Vehicles obtaining registration as Hire & Drive (MAIB Premium 8) on and between 01 July 2021 and 30 June 2023 are exempt from the payment of all registration payments and duty.
  • Renewal of Registration for All-Electric Vehicles currently registered as Hire & Drive (MAIB Premium 8) that are due for registration renewal on and between 01 July 2021 and 30 June 2023 are exempt from registration payments.
  • Refund of registration payments paid on and between 01 July 2021 and 30 June 2023 for a vehicle which is eligible for the waiver.

3I meet the eligibility criteria, how do I apply for the waiver?

4I only received the waiver for 12 months, why?

Each registration payment due on and between 01/07/2021-30/06/2023 is waived. When your application is processed, the fees are waived for the maximum renewal period allowable at one time, being 12 months. If you are eligible again when your next renewal is due, you can re-apply for the waiver.

5I have received the waiver and no longer use the vehicle as a Hire & Drive vehicle.

Fees will be required to be paid if a vehicle registration is changed to a non- Hire & Drive MAIB, if the change is made within the first 6 months of the registration period where the payment was waived. If you wish to change the registration to a non- Hire & Drive MAIB, please email your request to vehicle.management@stategrowth.tas.gov.au and any applicable fees will be calculated and collected.

6I have received the waiver and now sell the vehicle.

When a vehicle registration payment has been waived the vehicle registration is recorded as ‘non-transferable’. This means a transfer of registration cannot be completed online or at Service Tasmania without one of the options below being completed.

  • If the vehicle will be transferred to a person who will not be using the vehicle as a Hire & Drive vehicle.

Please comply with ‘I have received the waiver and no longer wish to use the vehicle as a hire & Drive vehicle’. When you have received confirmation, the vehicle is no longer registered as a Hire & Drive vehicle and paid any applicable fees, the vehicle can then be transferred to the new operator. If you have not completed this, the new operator will not be able to transfer the vehicle in their name.

  • If the vehicle will be transferred to a person who will be using the vehicle as a Hire & Drive vehicle.

The new operator is to email vehicle.management@stategrowth.tas.gov.au with completed ‘Application for Transfer of vehicle Registration’ and MR225 ‘Application for Registration fees to be waived or remitted for an all-electric vehicle providing a Hire & Drive passenger service

The registration will be transferred, and the ‘non-transferable’ restriction will be re-applied.

7My application has been approved and I am eligible for a refund, how will I receive the refund?

The refund cheque is issued to the name of the registered operator/s recorded for the vehicle and posted to the address as recorded. You will receive your refund cheque within 21 days of the outcome of your application.
